تعلن الهيئة العامة لتشجيع الإستثمار عن فتح باب التسجيل لتمويل المشاريع الصغيرة ابتداءً من صباح الأحد الموافق 2021/01/17 وحتى مساء الأحد الموافق 2021/01/31 عبر رابط مؤقت سيتم نشره يوم الأحد الموافق 2021/01/17 على موقع الهيئة الإلكتروني www.ipa.ps وصفحة الفيس بوك.
تعتذر الهيئة خلال هذه الفترة عن إستقبال أيّة طلبات أو مراجعات ورقية ,ويكون تقديم الطلبات وأيّة مراجعات أُخرى عبر هاتفها رقم 2641209 أو موقعها الإلكتروني أو صفحة الفيسبوك الخاصة بالهيئة.
أبرز شروط الاستفادة من تمويل المشاريع الصغيرة
الفئات المستهدفة
1. العاطلون عن العمل وأصحاب الحرف الصناعية والزراعية الراغبين في تطوير مشاريعهم وخريجو الجامعات ممن يمتلكون القدرات الإدارية والفنية.( لا يتم تمويل الطلاب).
الشروط المتعلقة بالمستفيدين من البرنامج:
أن يكون المستفيد متفرغا وألا يكون موظفاً حكومياً أو في وكالة الغوث أو في أي مؤسسة يتقاضى من خلالها راتب ثابت و أن لا يقل عمر المستفيد عند تقديم الطلب عن 20 عام ولا يزيد عن 60 عام.
الشروط المتعلقة بالمشروع:
1. يتم تمويل كافة المشاريع ما عدا مشاريع الأبقار والأغنام والدواجن اللاحم والسيارات.
2. لا يتم قبول طلب تمويل غايته شراء مشروع قائم أو سداد دين سابق عالق بذمة مقدم الطلب أو زوجه.
الشروط المالية الخاصة بالمشروع:
1. الحد الأقصى لقيمة تمويل المشروع 10 آلاف دولار. وتصل قيمة الحد الأقصى لتمويل المشاريع الصناعية ومشاريع الدواجن البياض والدفيئات الزراعية الى 15 ألف دولار و 20 ألف دولار للمشاريع الريادية.
2. الحد الأقصى لفترة السداد 36 شهرا شاملة فترة السماح و تصل فترة السداد إلى 50 شهر كحد أقصى شاملة فترة السماح في المشاريع الصناعية ومشاريع الدواجن البياض ومشاريع الدفيئات الزراعية و تصل إلى 60 شهر كحد أقصى شاملة فترة السماح في المشاريع الريادية.
الضمانات المالية للمشروع:
1. أي مشروع قيمته أكثر من 5,000 $ تكون الضمانات المالية 3 كفلاء حكوميون من نفس البنك أو كفيلين حكوميين من نفس البنك بالإضافة إلى كفيل ثالث من إحدى الجهات التالية (السلطة الفلسطينية على رأس عمله، أو كفيل وكالة الغوث، أو كفيل من القطاع الخاص بشرط أن يكون راتبه محول على نفس البنك المحول عليه رواتب الكفيلين الحكوميين) وعلى أن يكون ربع الراتب المحول للبنك للكفيلين الحكوميين مجتمعين يغطي القسط الشهري.
2. أي مشروع قيمته أكثر من 1,000$ وحتى 5,000$ تكون الضمانات المالية كفيلين حكوميين من نفس البنك أو كفيل حكومي واحد بالإضافة إلى كفيل ثاني من إحدى الجهات التالية (السلطة الفلسطينية على رأس عمله، أو كفيل وكالة الغوث، أو كفيل من القطاع الخاص بشرط أن يكون راتبه محول على نفس البنك المحول عليه راتب الكفيل الحكومي) وعلى أن يكون ربع الراتب المحول للبنك للكفيل الحكومي يغطي قيمة القسط الشهري.
3. أي مشروع قيمته 1,000$ فأقل تكون الضمانات المالية كفيل حكومي واحد من البنك الوطني الإسلامي، أو بنك الإنتاج الفلسطيني، أو بنك البريد.

1. صورة الهوية المستفيد وكافة الشهادات العلمية وشهادات الخبرة إن وجدت.
2. دراسة جدوى للمشروع (مبسطة توضح التكاليف الخاصة بالمشروع والعائد المتوقع) يمكن تحميل النموذج من موقع الهيئة.
3. إحضار عروض أسعار بالأصول (الآلات والمعدات).
4. استعلام سلطة النقد (لمقدم الطلب) . (يتم احضاره من مقر سلطة النقد وعنوانها مدينة غزة – غرب دوار حيدر).
5. إحضار إفادة من وزارة الزراعة للمشاريع الزراعية تؤكد على خبرة مقدم الطلب و على مناسبة المكان لإنشاء المشروع.

6. عقد ملكية أو إيجار للمكان المحدد للمشروع للمشاريع القائمة ( المشاريع الجديد يتم إحضار عقد الإيجار بعد التمويل).
7. كشف بأسماء العاملين في المشروع يحتوي على اسم العامل ورقم الهوية ونوع العمل والأجر الشهري (للمشروع القائم فقط).
الأوراق الخاصة بالكفلاء:
8. صور هوية للكفلاء.
9. صور استمارة الراتب للكفلاء مختومة (المدني من الرواتب، والعسكري من الفرع المالي بالداخلية للكفلاء).بالنسبة لموظف السلطة استمارة الراتب غير ضرورية وتستبدل بإفادة من مكان العمل تؤكد أن الموظف على رأس عمله.
10. كشف حساب مختوم من البنك للكفلاء.
11. كشف تحليل مالي مختوم من البنك للكفلاء وموقع من مسؤول التمويل بإمكانية الكفالة.
12. فيما يتعلق بموظف القطاع الخاص، يجب إحضار سند تعهد من المؤسسة التي يعمل بها بعدم تحويل الراتب لبنك آخر.
13. فيما يتعلق بموظف وكالة الغوث أو السلطة الوطنية الفلسطينية يوقع على شيكات بقيمة المبلغ كضمان في حال لم يلتزم المستفيد بالسداد.
