صندوق التشغيل ووزارة المالية يوقعان مذكرة تفاهم بـ 8 ملايين دولار لتنفيذ مشروع المال مقابل العمل

وقع وزير العمل، ورئيس مجلس إدارة الصندوق الفلسطيني للتشغيل والحماية الاجتماعية للعمال الدكتور نصري أبو جيش ووزير المالية الدكتور شكري بشارة، اليوم الثلاثاء، مذكرة تفاهم لتنفيذ مكون “النقد مقابل العمل” في الضفة الغربية (Cash for Work) بموازنة تبلغ (8 مليون دولار)، وذلك ضمن مشروع الاستجابة الطارئة للحماية الاجتماعية نتيجة جائحة كورونا المستجد ((COVID-19 والممول من البنك الدولي.

وجرى حفل التوقيع في مقر وزارة المالية برام الله بحضور مدير عام العلاقات الدولية والمشاريع في وزارة المالية ليلى اغريب والمدير التنفيذي لصندوق التشغيل الأستاذ مهدي حمدان وعدد من المدراء من كلا الجانبين.

وقال بشارة في كلمة له، إن المشروع يهدف إلى توفير فرص عمل مؤقتة قصيرة الأمد وذلك من خلال توفير منح فرعية لمنظمات غير حكومية محليه ومختارة من أجل تشغيل الفئات المستهدفة من الباحثين عن عمل وخاصة ممن فقدوا وظائفهم وأعمالهم بسبب انتشار جائحة كورونا.

وأضاف إن المشاريع الفرعية المدعومة ستركز على الخدمات الاجتماعية والصحية والتعليمية، وستشمل، أيضًا، مبادرات سبل العيش الاقتصادية لمساعدة الفئات الضعيفة من السكان في التعافي من الأزمة وبشكل أساسي في مجال الأنشطة الزراعية والأنشطة التي تقوم على خدمة المجتمع الفلسطيني وتحسين ظروف العيش.

من جانبه، أوضح الوزير أبو جيش أن المشروع يندرج في إطار خطة الاستجابة الطارئة التي أعلنتها وزارة العمل، مبيناً أن المشروع يأتي استكمالاً لسلسة تدخلات نفذتها وزارة العمل وصندوق التشغيل منذ بداية انتشار الجائحة لمساعدة الفئات والقطاعات المتضررة في جميع محافظات الوطن، مشيراً إلى أن المشروع سيوفر فرص عمل مؤقت لمدة ستة شهور لحوالي 3060 مستفيداً (50% منهم على الأقل إناث).

وأضاف أبو جيش إن الصندوق ووزارة المالية سيعملان على الإعلان عن دعوة المنظمات غير الحكومية الفلسطينية الراغبة في المشاركة في تنفيذ المشروع لتقديم مقترحات لمشاريع تشغيلية، حيث سيتم توقيع اتفاقيات المنح مع المنظمات التي سيتم اختيارها، وسيشرف الصندوق على عملها.

وأكد أبو جيش أن صندوق التشغيل على أتم الجهوزية والاستعداد لتنفيذ المشروع، وسيشرف على ضمان تحقيق الأهداف المرجوة.

ومن الجدير ذكره، أيضا، ان مشروع الحماية الاجتماعية الطارئ في أحد تدخلاته يمول دفعات نقدية لمره واحدة بقيمة 700 شيقل لنحو 65 ألف من متضرري جائحة كورونا من العمال في السوق المحلي والاسر المهمشة والتي تعاني من فقر شديد.

وفي ختام الحفل تقدم الوزيران بالشكر للبنك الدولي على دعمه للشعب الفلسطيني خاصة في ظل الظروف الاقتصادية الصعبة خلال جائحة كورونا.
